Leonardo Beltran Rodriquez
Deputy Secretary for Energy Planning and Transition
Leonardo Beltrán Rodríguez has been Deputy Secretary for Energy Planning and Transition, Mexico, since December 2012. In 2010, he was appointed director-general for information and energy studies at the Secretariat of Energy (SENER). In 2005, Beltrán Rodríguez joined the SENER as director of international negotiations. In this capacity, he participated in high level meetings of the Asia-Pacific Economic Cooperation-Energy Working Group, the International Energy Agency, the UNFCCC Conference of the Parties, the Carbon Sequestration Leadership Forum and the North American Security and Prosperity Partnership. He also handled bilateral negotiations with Australia, Canada, Denmark, Spain, United States, Iceland, India and New Zealand. Beltrán Rodríguez has also been a consultant for the Inter-American Development Bank, the World Bank and the United Nations Industrial Development Organization. Beltrán Rodríguez holds a master’s in public administration in international development from Harvard's Kennedy School and a bachelor of science in economics from the Instituto Tecnológico Autónomo de México (ITAM). He also studied law at the Faculty of Law of the Universidad Nacional Autónoma de México (UNAM).
